Why a Non-Resident Needs a Kazakh Bank Account

In brief

For a property deal, an account lets you pay by transfer, pay taxes and utilities and document the purchase price — the basis for tax if the property is later sold.

An account is opened after you get an IIN: without one the bank will not start the process. If you do not have an IIN yet, start with "IIN for Foreigners".

Documents You Need

Under the account-opening rules cited by mybuh.kz, a non-resident foreigner presents:

  • Passport — an identity document (original).
  • IIN — mandatory.
  • Proof of the right to stay — a visa, a border-crossing stamp or a temporary registration certificate.
  • Source-of-funds documents — the bank may request them as part of its checks (e.g. an income statement or a contract for the sale of another asset).

Requirements differ between banks: according to buh-center.kz, some banks open accounts for non-residents only with confirmed employment or business in Kazakhstan. Check the conditions at a branch or call center before your visit.

Can You Open an Account Remotely?

For a non-resident without a status in Kazakhstan — practically no: accounts are opened in person or through a representative with a notarized power of attorney. Foreigners with a residence permit, according to mybuh.kz, can open accounts and cards through banks' mobile apps.

How to Avoid a Refusal

  • Be ready to explain the account's purpose — work, study, buying property or business.
  • Keep income and source-of-funds documents at hand, especially if you plan a large transfer for a deal.
  • Check your passport validity and entry documents — the same refusal reasons as for an IIN.
  • Transfer money for the deal in advance: large incoming payments are also checked, and that can take time.

Once the account is open you can proceed to the deal — the step-by-step procedure and restrictions for foreigners are in "How a Foreigner Can Buy Property in Kazakhstan".
